Quarry Farm, Oakenholt

The proposed development site is located south of the A548 Chester Road, west of Leadbrook Drive and east of residential properties of the existing Croes Atti development, Flint.

The Site is approximately 12 acres (4.87 hectares) and is currently utilised for agricultural purposes, bound by existing residential properties on its northern, eastern and western boundaries. Land beyond the site’s southern boundary is open countryside currently in use for agricultural purposes.

This application is a resubmission of planning application FUL/000372/24, which sought planning consent for 121 affordable homes, which was refused by the planning committee on 11th June 2025 against the planning officer’s recommendation due to comments from members around the number of homes proposed. An appeal against this refusal is currently being prepared with a view to submission in September 2025. This new amended scheme seeks to address the comments raised by members to the original application, and if successful, will lead to the appeal being withdrawn.

Castle Green Homes is undertaking pre-application consultation in advance of submitting a planning application seeking full consent for 110 affordable homes alongside areas of public open space and landscaping.

The proposed 110 homes will comprise a range of two-storey, one-to-four-bedroom properties and include a variety of flats, terraced, and semi-detached properties. They will incorporate a range of measures, including double glazing, energy-efficient heating systems, insulated flooring, and a high standard of roof and wall insulation, and will be delivered alongside our Registered Provider partner. In addition to the provision of on-site public open space, Castle Green Homes will agree on a range of financial contributions with the local planning authority as part of the planning application, to provide funding for local facilities and infrastructure to mitigate the impact of the development.

The dwellings, roads and associated landscaping proposed will be designed and constructed to a high standard. They will be entirely in keeping with the character of the surrounding area and in accordance with relevant policies within the Flintshire Local Development Plan, offering a well-considered and attractive place to live for future residents and making a significant contribution to meeting the identified housing needs of Flintshire.
